UAE e-invoicing deadlines

The UAE is moving business-to-business and business-to-government invoices onto a national e-invoicing system in phases. Each business first appoints an accredited service provider (ASP), then starts issuing e-invoices on its go-live date. Which phase you are in depends on your annual revenue.

WhoAppoint an ASP byStart issuing e-invoices
Businesses with annual revenue above AED 50 million30 October 20261 January 2027
Businesses with annual revenue below AED 50 million31 March 20271 July 2027

What counts as an e-invoice

A UAE e-invoice is structured data, not a document. It follows the PINT AE format (the UAE version of the Peppol invoice standard), is exchanged between the supplier's and the buyer's ASPs over the Peppol network, and its tax data is reported to the Federal Tax Authority. The FTA is explicit that a PDF, a Word file, an image, a scan or an email is not an e-invoice.

Business-to-consumer (B2C) supplies are outside the system for now, so a villa owner or tenant still receives a normal UAE VAT tax invoice. Invoices to companies and to government entities are in scope.

How e-invoicing works with Middlebolt

For a service company, the hard part of e-invoicing is not the XML. It is getting clean, complete invoice data out of jobs that happen on site, contracts that bill every quarter and projects that bill by progress. That data already lives in Middlebolt, so e-invoicing becomes one more step after the work is done rather than a second system to keep in step.

  1. The work is finished in Middlebolt: a technician closes a signed job card, an AMC instalment falls due, or a progress bill is approved.
  2. Middlebolt raises the invoice with your legal name, TRN, the customer's details, the job lines and 5% UAE VAT.
  3. The invoice data goes to your accredited service provider (ASP).
  4. Your ASP validates it against the PINT AE rules, delivers it over Peppol to your customer's ASP, and reports the tax data to the FTA.
  5. The invoice stays linked to the job, the contract and the payment in Middlebolt, and credit notes follow the same route.

Many customers will still ask for the familiar PDF copy while the network fills up, and Middlebolt keeps producing it alongside the e-invoice.

Your ASP, or one we recommend

Middlebolt is not an accredited service provider. ASPs are accredited by the UAE Ministry of Finance, which publishes the official ASP list. Middlebolt is the system that creates your invoices, and it connects to the ASP that suits you.

Already have an ASP?

Keep it. We integrate Middlebolt with the accredited provider you have already appointed, so your invoices flow to it from the jobs you close.

No ASP yet?

We recommend an accredited provider that fits a service company and set up the connection, so you can appoint it before your deadline.

Changing ASP later?

Your jobs, contracts and invoice history stay in Middlebolt. If you move to a different accredited provider, we connect the new one.

E-invoicing for maintenance, AMC and contracting work

Most e-invoicing guides are written for traders who sell boxes from a warehouse. Service companies bill differently, and each of these situations needs to come out of your system as a correct e-invoice or e-credit note.

AMC instalments

Annual maintenance contracts billed monthly, quarterly or yearly produce an invoice on each scheduled date. In Middlebolt the instalments are set on the AMC, so every one is raised on time and sent through your ASP.

Breakdown call-outs and chargeable work

Work outside contract cover is invoiced from the technician's job card, with labour, parts and the call-out charge as separate lines, so the e-invoice matches what was signed for on site.

Progress bills, advances and retention

Contractors bill by percentage of work completed and hold back retention. Middlebolt's progress billing and retention tracking keep each bill tied to the project and the quotation. How advances and retention are shown on an e-invoice follows the Ministry of Finance e-invoicing guidelines, so agree the treatment with your accountant before go-live.

Credit notes

A cancelled visit, a disputed charge or a revised scope needs an e-credit note, which goes through the same ASP route as the invoice it corrects.

Facility management and government clients

Invoices to FM companies are business-to-business and in scope from your own go-live date. Government entities receive e-invoices from 1 October 2027.

Homeowners and tenants

Individual customers are outside e-invoicing for now and keep receiving a normal UAE VAT tax invoice from Middlebolt, as they do today.

E-invoicing checklist for UAE service companies

  1. Find your phase. Above AED 50 million in annual revenue, you go live on 1 January 2027; below it, on 1 July 2027.
  2. Appoint an ASP before your deadline (31 March 2027 for most service companies), choosing from the Ministry of Finance list, or ask us to recommend one.
  3. Clean your customer records. Legal names exactly as licensed, TRNs and full addresses for every business customer.
  4. Ask your business customers whether they have appointed an ASP, especially facility management companies and main contractors.
  5. Standardise invoice lines. Consistent descriptions, units and VAT treatment for labour, parts, call-outs and contract fees.
  6. Agree your credit note process for cancelled visits and disputed charges.
  7. Test with your ASP before go-live. Voluntary e-invoicing has been allowed since 1 July 2026.
  8. Keep records for the period the Tax Procedures Law requires. Since October 2026 they no longer have to be stored inside the UAE.

Frequently Asked Questions

E-invoicing software for service companies

What is the best e-invoicing software for service and maintenance companies in Dubai and the UAE?
For a service company, the best e-invoicing software is the system where the work is already recorded, so each invoice is built from the job card, the maintenance contract or the progress bill instead of being retyped into another tool. Middlebolt does that: it raises the invoice from the finished work with your TRN and 5% VAT and sends it through the accredited service provider (ASP) you choose. It suits companies from a single technician up to about 300 employees.
Is Middlebolt an accredited service provider (ASP)?
No. ASPs are accredited by the UAE Ministry of Finance, which publishes the official list. Middlebolt is the field service software that creates your invoices and connects to your ASP, so you can use whichever accredited provider you prefer.
Which ASP does Middlebolt work with?
The one you choose. If you have already appointed an ASP, we integrate Middlebolt with it. If you have not, we recommend one that suits a service company and set up the connection. If you change ASP later, we connect the new one.
Can AMC instalments, call-out charges and progress bills go out as e-invoices?
Yes. Once your ASP connection is set up, invoices raised in Middlebolt for AMC instalments, chargeable breakdown call-outs and progress bills are sent to your ASP, and credit notes follow the same route.

UAE e-invoicing: common questions

When does e-invoicing become mandatory in the UAE?
Businesses with annual revenue above AED 50 million go live on 1 January 2027 and had to appoint an ASP by 30 October 2026. Businesses below AED 50 million must appoint an ASP by 31 March 2027 and go live on 1 July 2027. Government entities go live on 1 October 2027. Voluntary adoption has been possible since 1 July 2026.
Do small businesses need e-invoicing in the UAE?
Yes. Businesses with revenue below AED 50 million are in the second phase: they must appoint an ASP by 31 March 2027 and start issuing e-invoices on 1 July 2027. Business-to-business and business-to-government invoices are in scope.
Is a PDF invoice an e-invoice in the UAE?
No. The Federal Tax Authority states that PDF and Word files, images, scanned copies and emails are not e-invoices. A UAE e-invoice is structured data in the PINT AE format, exchanged through accredited service providers and reported to the FTA.
What are Peppol and PINT AE?
Peppol is the international network that accredited service providers use to exchange e-invoices. PINT AE is the UAE version of the Peppol invoice format, the structure every UAE e-invoice follows. Your ASP handles both; Middlebolt supplies the invoice data from your jobs.
Do invoices to homeowners and tenants have to be e-invoices?
Not for now. Business-to-consumer (B2C) supplies are outside the UAE e-invoicing system until the Ministry of Finance decides otherwise, so villa owners and tenants keep receiving a normal UAE VAT tax invoice.
Do free zone companies and businesses that are not VAT registered need e-invoicing?
Generally yes: the system applies to businesses in the UAE, including free zone companies, and a business that is not registered for VAT issues commercial e-invoices rather than tax e-invoices. Confirm how it applies to your company with your tax adviser.
What are the penalties for not complying with UAE e-invoicing?
Under Cabinet Decision 106 of 2025, failing to implement the system or appoint an ASP on time costs AED 5,000 for each month or part of a month, and failing to issue or send an e-invoice or e-credit note costs AED 100 per document, up to AED 5,000 a month.
What changed in UAE e-invoicing in October 2026?
Ministerial Decision 197 of 2026 excluded transactions inside the same VAT tax group for 24 months from 1 January 2027, removed the requirement to store e-invoicing data inside the UAE, and removed the duty to notify the FTA of a system failure. Ministerial Decision 168 of 2026 replaced the pre-approval stage for ASPs with direct accreditation.

What a UAE tax invoice must show today is covered in the guide to UAE VAT compliant invoices.
